The grand day for the inauguration of Tokyo"s new subway line, the Touto Line, arrived, yet a bomb attack abruptly halted all festivities. The governor of Tokyo was caught in the explosion aboard the train, but he and everyone else on board were saved thanks to Conan Edogawa"s swift judgment and actions.
Curious about the event, Conan delved into the governor"s political record and learned that he had ordered the razing of a village in Niigata to construct the Kitanosawa Dam. Convinced that the bombing was linked to that project, Conan joined Ran Mouri, Kogorou Mouri, Professor Agasa, Sonoko Suzuki, and the Detective Boys to travel to the former village for an investigation.
There they encountered a cluster of residents who had lived in the old settlement before its demolition. Just as one clue unraveled another, a local was killed. Believing that a far more sinister plot was underway, Conan pledged to uncover the truth behind both incidents before it was too late.
