By 2112, skilled and progressive Japan had managed to create a utopian idealistic model of society that philosophers of antiquity considered unattainable. The impetus for this was the replacement of an outdated state apparatus with a multifunctional system called "Civilla," to which people entrusted the responsibility for maintaining order and ensuring safety in society. The introduction of a fault‑proof system with unlimited rights helped reduce crime almost to zero. Based on data from the "psycho‑passport"—a unique personal characteristic—the system instantly determines an individual"s Crime Coefficient, the probability that a person may commit a crime expressed as a numerical value; and if the coefficient exceeds the norm, it impassively judges them as a potential criminal.
With the arrival of Civilla, the level of calm among the population normalized. Gradually people turned into a fearless inert mass, a crowd incapable of recognizing crimes committed right before everyone"s eyes. The supposedly error‑free system proved that it was not without errors. Its weakness, oddly enough, lay in the people it protects. It is impossible to completely eliminate potential criminals, and cases of violence, though rare, will occur. Those whose Crime Coefficient slightly exceeds the norm are sent by Civilla to compulsory treatment, and those who have irreversibly crossed the line are condemned to destruction. Therefore a system that can only judge needs executors—those willing, time and again, to carry out sentences without fear of "tainting" their psycho‑passport, those who have almost crossed the line. The Public Safety Bureau, where young investigator Akane Tsunemori is assigned to serve, has such people—trained by "ps" and taught to hunt vicious "wolves".
