Enforcer Teppei Sugou, formerly a leading pilot of the National Defence Army"s 15th Integrated Task Force, is approached by a scout from the Ministry of Foreign Affairs who invites him back into service. While weighing this offer, he is flooded with memories of his final months on duty.
His last operation—codenamed Operation Foot Stamp—was a highly secretive strike against the Southeast Asian Union. The ground forces quickly deteriorated, and Sugou"s First Guardian drone was dispatched to provide aerial support by dropping emergency supplies before returning to base. Following orders that contradicted his own judgment, he left his comrades behind.
The mission resulted in many casualties, including Itsuki Ootomo, Sugou"s commanding officer. Three months later, after a massacre at the Ministry of Defence, footage captured Ootomo on the scene. Now suspected of terrorism, Sugou collaborates with Enforcer Tomomi Masaoka and Division 01 of the Criminal Investigation Department as they pursue his former mentor.
