In an emergency meeting of the Federation Diet, he openly confirms extraterrestrial existence and discloses details of the L5 campaign to the public in what will later be known as the 'Tokyo Declaration.' He further declares that these aliens pose a serious threat to humanity and jeopardize the continued survival of all human civilization in the face of danger.
