In 1941, a year after Sotetsu Genan's defeat, Captain Seijuurou Kamiyama of the Imperial Combat Revue's Flower Division in Tokyo departs on a covert assignment, leaving Sakura Amamiya to command temporarily. After an incident in Europe, Kamiyama brings a young Russian girl named Klara M. Ruzhkova and entrusts her to the Flower Division's protection. Yet, Moscow Combat Revue Captain Valery Kaminski is dispatched to Tokyo to recover Klara, and the Flower Division must swiftly thwart him.
