In the distant future, rising seas have submerged every continent because people ignored their planet. Only a handful of islands remain, one being the city‑island where Elfie lives with her grandfather and she dreams of distant horizons. One day, an underwater mishap reveals she can breathe beneath the waves. Her grandfather confesses that she is actually a member of the legendary sea‑folk who once guarded the reefs. Exploiting the city"s fear of outsiders, local leaders ignite a conflict with this concealed group to divert attention from their scarcity crisis, and Elfie finds herself trapped between the two.
