Dr. Utonium, a scientist, and his son Ken investigate the peculiar Chemical X. When a mochi cake drifts into the mixture, it converts into Chemical Z. Ken directs a beam of Chemical Z toward a glacier in Tokyo Bay, in the bustling city, but the action releases odd black and white glows. The black glow turns its targets into beasts, notably when a zoo monkey is struck and morphs into Mojo Jojo. The white glow instead targets three ordinary girls—Momoko, Miyako, and Kaoru—for her students, granting them powers to become the superhero trio, the Powerpuff Girls Z.
