Daizaburo Edi‑Ban, a Japanese‑American detective, is assigned to New York City"s toughest district, the 34th Precinct. The precinct is notorious for its high crime rates and aggressive policing tactics. On his first shift he is paired with John Estes, nicknamed Sleepy by friends and Mad Bull by foes—a cop who tackles crime with a personal brand of brutality. Mad Bull shows no hesitation in blasting ordinary thieves with his shotgun even if they pose only a minor threat to him or others. He also frequently robs prostitutes and causes extensive property damage while battling crime. His unpoliced style often lands him in trouble with Daizaburo and the precinct"s leadership. Yet, despite the recklessness or illegality of his deeds, a noble purpose frequently emerges (for instance, Sleepy channels the proceeds from his prostitution heists into funding a venereal‑disease clinic and a shelter for battered and sexually assaulted women). Later, Police Lieutenant Perrine Valley joins the duo to confront more complex cases involving organized crime and drug trafficking. Mad Bull 34 draws inspiration from the high‑energy buddy‑cop movies of the 1970s and "80s.
