The newly formed ACCA organization will soon host its inaugural anniversary event in 2025. To guarantee that every region is ready for the celebration, Jean Otus—acting as a liaison from ACCA"s inspection arm—is dispatched to journey throughout the Kingdom of Dowa and assist with preparations ahead. Yet he feels that during peaceful times he cannot connect with his subordinate Parrot, who suspects another treachery against Dowa is imminent soon.
At the same time, Jean"s duties leave him little opportunity to attend to his younger sister Lotta and the unforeseen situation she appears to conceal from him. Their close friend Niino decides to step in, seeking a way to help Lotta. Although Jean thinks Dowa faces no immediate threat, he must allay Parrot"s doubts before the festival and wait for Lotta to confide in him on her own.
