A rare blizzard strikes Tokyo and the Sailor Senshi learn that a malevolent snow queen named Kaguya plans to freeze the planet. The Inner Sailor Senshi, together with the Outer ones, must stop her. At the same time Luna is smitten by a human astronomer called Kakeru, whose girlfriend is an astronaut preparing for a shuttle launch. When Kakeru falls ill, Luna longs to become human so she can aid him in his recovery together.
