Ninny Spangcole, once a star in a popular girl band, now serves as a "Witch" for Wing Bind—an agency that sends operatives to slay the beasts and shield residents of both Londons through sorcery. Together with her partner Noel Niihashi, they also protect Balgo Ywain Parks, a youth linked oddly to the dragons. Their partnership is crucial to London's safety.
