Following Benimaru Shinmon's brutal training, Shinra Kusakabe and Arthur Boyle return to Special Fire Force Company 8. Yet rest is impossible: Captain Akitaru Oubi is seized by the military police, manipulated by the White-Clad cult. Additionally, Haumea—an Adolla Burst bearer among the eight pillars of White-Clad—has successfully brainwashed Tokyo Empire leadership and infiltrated the core of the firefighting organization. Consequently, Shinra and the remaining Company 8's members are labeled rebels after they mount a rescue operation to free their captain and ultimately liberate Tokyo in the face of escalating threats and widespread unrest while the city remains under siege today.
