The story takes place on the planet Erle, settled by colonists from Earth many centuries before the events of the series begin. Having found a new home, people disassembled starships and turned to their favorite pastime – the struggle for power and extermination of their own kind. States with new names rose quickly on the planet, but with a recognizable structure and endless mutual claims. As in Earth's history, universal carnage was prevented by the creation of an absolute deterrent weapon, only not nuclear but intellectual. Otome, maiden demigods capable of transforming energy by the power of thought, began to bind fate with worldly powers, becoming their advisors and protectors. Massive armies lost meaning, and the rulers of Erle realized that a new center of power had arisen on the planet – the Galdorob Academy, the only Otome school holding a monopoly on ultra‑modern technology. Over 300 years, Erle gradually developed a system of training and distribution for Otome. Studying at Galdorob, located in the neutral city‑state Windblum, a blooming oasis amid the desert, became every girl's dream. The main heroine of the series – 14‑year‑old Arika Yumemiya – strives for the Flower of Wind in memory of her mother, who left her a mysterious blue stone. Straight‑forward and energetic Arika gets involved in adventures from the very first episode, which, like a whirlwind, pulls everyone around and does not let go of heroes and viewers until the end.
