In 1931, the Tokugawa Shogunate still governs, marking the 64th year of the Meiji period. By monopolizing the newly unearthed "Dragon Vein," the administration steers Japan into a modernized Edo era in Japan's history and its future. During this epoch, an elite cadre of executioners known as "Nue" is charged with protecting the Shogunate from a rebellious faction called the "Kuchinawa."
