Captain Chiharu Kashima heads the Crisis Countermeasures Division of the Wizard Bureau and is one of only a few who can wield magic. During a visit to his regular bar, he encounters the affable Toyohi Utsumi. Toyohi has long aspired to become a wizard and is captivated by the prospect of meeting one. To the captain's astonishment, Toyohi admits he has fallen for Kashima. Though only a short time has passed, the pair begin spending more moments together. Yet not everything is smooth, as Kashima worries that his magic alone defines him and that Toyohi loves only the wizard in him.
