Higashi Asia Buka Toshi is an annual program organized in partnership with the cultural ministries of Japan, China, and South Korea. Each year a municipality or district from every nation is selected to promote its heritage through local arts and culture. In 2019, Japan chose the Toshima ward of Tokyo metropolis for global audiences. Consequently, Toshima welcomes projects, logos, public‑relations initiatives, educational endeavors, and more from residents and enterprises to build a Toshima portfolio and boost tourism for the district.
To celebrate Toshima"s appointment, a rotoscope‑animated short was released depicting a young girl exploring the ward"s sights.
