Once upon a time, dragons ruled the world of elves, dwarves, vampires, homunculi, and humans. Today almost all dragons have disappeared, and the survivors cling together and have taken on a human form. The year 2019 in Tokyo is a peaceful time, but an organization called "Nine" is staging riots, striving to acquire dragon power and change the world. To deal with Nine, the police form an expert squad named Special Unit for Crime Investigation – Special 7 (Tokunaka). The abilities of its members surpass those of an average person, and rumors circulate that there is a conspiracy against them. A newcomer named Seiji Nanatsuki joins the squad. Colleagues with vivid personalities tease him, but he must investigate cases related to Nine using his brilliant mind and straightforward thinking. Will he be able to find justice in the harshest circumstances?
